School of Business - Mandatory Professional Licensure Disclosure

Relates to:

New York State prides itself in the high quality of its licensed and certified professionals.  For the protection of its citizens, each license and certificate has requirements that individuals must meet in order to be licensed or certified in New York State.  SUNY’s academic programs leading to licensure or certification are carefully designed to meet and exceed these State requirements. This is a role SUNY plays in protecting the public.  Other states frequently have their own requirements.

Per U.S. Federal Regulations, §668.14 and §668.43, and in compliance with the SARA Policy Manual version 25.2, SUNY Old Westbury provides the following disclosure related to the educational requirements for professional licensure and certification.

Effective July 1, 2024, federal regulation requires institutions of higher education to make a determination whether a Title IV eligible academic program that leads to professional licensure or certification meets the educational requirements for licensure/certification in the U.S. State where the institution is located and the U.S. States where “distance education” students are located at the time of initial enrollment in the program, as well as U.S. States where the program is advertised as meeting such requirements, and if applicable, the U.S. State where students attest they intend to be licensed/certified.

The Accounting, Forensic Accounting and Taxation programs of the School of Business are registered by the New York State Education Department and thus meet the educational requirements for licensure/certification as a certified public accounting in New York State. SUNY Old Westbury's licensure/certification programs may or may not meet other states'/territories' educational requirements. When our programs do not meet another state's/territory's educational requirements for licensure/certification, SUNY Old Westbury may not enroll a student physically located in that state/territory unless:

  • The student signs a written attestation verifying their intent to seek licensure/certification in New York State or another state whose educational requirements are met by Old Westbury's academic program, or
  • Old Westbury determines that its academic program meets the educational requirements for licensure or certification in the state/territory in which the student is located.

Student Location Policy: The purpose of this policy is to comply with federal regulations on state authorization (34 CFR 600.9) and professional licensure disclosures (34 CFR 668.43 and 668.14(b)(32)). These guidelines do not apply to any other determination of student location, including but not limited to residency for tuition purposes or IPEDS reporting. An enrolled student’s location for purposes of state authorization and professional licensure disclosures will be determined at the time of application to the institution and at the time a student declares an academic major that leads to eligibility for licensure or certification when such declaration occurs after initial enrollment at SUNY Old Westbury. A student is determined to be located in the state of New York if any one or more of the following is true:

  • The student’s permanent residence is in the state of New York. The student has a local address in the state of New York.
  • The student is living in on-campus housing. Student location determinations remain in effect until a student submits a change of address via the ConnectOW portal. Such a change may be submitted at any time, and the date of submission will be used as the effective date of the student’s revised location.

It is important to note that SUNY Old Westbury is not the licensure or certification authority in any U.S. States/Territories and cannot assess whether an individual candidate will be issued a license/certificate in any U.S. States/Territories.

Individuals interested in Old Westbury’s professional licensure/certification programs who do not reside in New York State but are planning to seek employment in New York State may be eligible for admission to the campus’ professional licensure programs. Please contact the dean of the School of Business for more information.

Additionally, out-of-state students are encouraged to review requirements for states other than New York via the appropriate state governing agency.
