For over three decades, Dr. Garcia-France has been committed to enhancing public education and empowering students to actualize their maximum potential and families to seek a quality of life. She began her career as a teaching assistant and now serves as superintendent, utilizing her expertise and experience to advocate for student academic success as well as social and emotional well-being.

Dr. Garcia-France is the first woman, a second-generation American of Jamaican and Cuban descent, to hold the position of Superintendent of Schools for Valley Stream Union Free School District 30| the friendly schools. Her 2013 research delved into the perspectives of district leaders in suburban regions and their approach to leadership. The findings revealed organizational structure and community demographics influence leadership strategies that impact teaching and learning. District leaders in these communities prioritize stewardship and partnerships between district and school leaders to influence positive outcomes. In addition, the research showed that suburban leaders utilize networking for development, recognition, and personal satisfaction. In her work, Dr. Garcia-France encourages aspiring leaders to find mentors, allies, and sponsors to aid in leadership growth. As a district leader, Dr. Garcia-France made significant contributions to public education.

In 2007, the Commissioner of Education assigned her as the interim Superintendent of Schools for Roosevelt Union Free School District. Her work with the New York State Department of Education led to the district regaining local control in 2013. As an Associate Superintendent for Nassau BOCES, Dr. Garcia-France introduced innovative programs and services to 56 districts in Nassau County, including the first Northwell's Behavioral Health Center for students and a $1.4 million donation from the Billy Joel Foundation for the Long Island School of the Arts. She secured the Today's Students, Tomorrow's Teachers program to cultivate a diverse pipeline of future educators and leaders. As the Superintendent of Schools for Valley Stream District 30| the friendly schools, her dedication to promoting the academic as well as social and emotional well-being of students and their families is unwavering. Her passion for empowering children who have faced Adverse Childhood Experiences (ACEs) led to her securing a $1.4 million grant to support students with emotional and social challenges. In addition, she secured the Community Eligibility Provision, ensuring that all students have access to free breakfast and lunch.

Dr. Garcia-France holds a doctorate in Educational Leadership & Policy from Hofstra University and is pursuing her equine specialist certification. She has successfully raised three children, including one who has given her the role of grandmother. Dr. Garcia-France measures her contribution to education by the leaders she has empowered to actualize their maximum potential.
