Richard currently spearheads the NYC Charter Center’s collection and analysis of charter school data and research in order to guide policy discussions, inform the public dialogue and support school leadership. Prior to joining the Charter Center, Richard had a long and productive career in the NYC Department of Education. Most recently, Richard served as Director of Strategic Planning and Accountability. He also previously served as Executive Director for ELL Data, Policy, and Compliance. During his tenure as the Executive Director, he created many resources and publications that are still in use to this day, including the NYC DOE Multilingual Learner Policy and Reference Guide. Prior to this, he was the Regional Senior Assessment Coordinator for half of Manhattan. Richard started his career as an ESL teacher. Richard holds an M.S. in Educational Administration, and an M.A. in Teaching English to Speakers of Other Languages.
