TAP Certification At the end of the refund period (after the 4th week of the semester) the Registrar performs academic certification of TAP (Tuition Assistance Program). Academic eligibility takes into consideration enrollment status, academic pursuit and progress standards and matriculation status. The New York State Higher Education Services Corporation (NYSHESC), which administers the TAP program, notifies applicants of eligibility after certification by the Registrar. The pre-certification notice provided by NYSHESC, is an award estimate based solely upon information provided on the aid application: it is not a guaranteed award amount.
